The roll out of EVM last fall, by most accounts, was a bit of a disaster. The timing could not have been worse and it left merchants and consumers frustrated. There are big picture ramifications for every party involved in card transactions from the consumer to the card issuing bank. However, many of the driving factors with regard to EMV and how it has been rolled out have remained unspoken.
